Windsor Framework (Defra): NIRMS Webinars and Demonstration Session Series for Movement of goods from Great Britain to Northern Ireland
On Friday 9 June, the Department for Environment, Food and Rural Affairs published guidance on labelling and a policy paper covering the Northern Ireland Retail Movement Scheme (NIRMS) and guidance to support business in readiness for 1 October 2023. The Department published further guidance on 28 July 2023 and provided further information on NIRMS and on the movement of groupage and mixed load consignments under NIRMS.
We have scheduled 6 additional webinars on the end-to-end process for Northern Ireland Retail Movement Scheme, groupage and mixed load consignments. These sessions will take place from 5 September 2023 to 31 October 2023, will be approximately 1 hour 30 minutes in length, and will include a presentation and a Q&A section.
Attending the webinars will give you further opportunity to understand how the Northern Ireland Retail Movement Scheme will work from 1 October 2023.
We will continue to iterate webinar content, but overall, these sessions are intended to provide regular opportunities to understand the overall process for the Northern Ireland Retail Movement Scheme. Given that we received a high volume of questions during the recent webinars, we will now supplement these sessions with deep dives on using NIRMS to go into more detail.
We will provide a broader insight into the following areas:
- The Northern Ireland Retail Movement Scheme
- Labelling
- Groupage and mixed load consignments
- Demonstration Sessions
A series of weekly sessions will run from 29 August 2023 to 31 October 2023. The sessions will be approximately 1 hour in length and will cover 4 topic areas, providing you with a step-by-step run through the various systems that your business will have to interact with to move your goods under the Northern Ireland Retail Movement Scheme. At each session policy and area specialists will be available to answer any questions.

- Registering for the Northern Ireland Retail Movement Scheme
- TRACES Registration
- Document Creation - Creating General Certificates (GCs)
- Document Creation - Creating GCs and Common Heath Entry Documents (CHEDs)
Following the webinars and demonstration sessions, a FAQs document and slide packs will be made available. We will continue to update our FAQ document and send over updated versions of the FAQ document over the upcoming months.
